B1 vs B2 Visa: Which One Should You Apply For?
Apply for the combined B-1/B-2 visa. The B-1 covers business activities such as conferences and contract negotiations, the B-2 covers tourism, family visits and medical treatment, and the combined visa covers both for the same non-refundable USD 185 fee and the same DS-160 form. UAE residents should check where they can interview first, because the US Embassy states routine visa processing is not currently available in the UAE.

Apply for the combined B-1/B-2 visa unless you have a specific reason not to. The US State Department issues it for a combination of both purposes, so one visa covers a work conference in Chicago and a holiday in Florida. The fee, the DS-160 form and the interview are the same whichever letter you choose, so picking one category on its own buys you nothing.

What is the difference between a B-1 and a B-2 visa?
The difference is purpose, not paperwork. A B-1 is for business visitors who consult with business associates, attend a scientific, educational, professional or business convention, settle an estate or negotiate a contract. It does not allow you to take a job or be paid by a US employer.
A B-2 is for tourism, holidays, visiting friends or relatives, medical treatment, social events and amateur competitions without payment. Short recreational courses are also permitted under B-2, as long as they do not count towards a degree.
Both categories share the same list of activities that are not permissible on a visitor visa: study, employment, paid performances, work as a journalist and permanent residence. Birth tourism is also excluded.

Should you apply for B-1, B-2 or the combined B-1/B-2?
Apply for the combined B-1/B-2 in almost every case. The State Department lists it as the option for a combination of both purposes, and an office worker in Dubai who might attend a trade show one year and visit Disneyland the next is exactly who it is for.
The fee is USD 185 and non-refundable for any B visa, so there is no saving in narrowing your request. What matters at the interview is that the purpose you describe matches your DS-160 and your documents, so state the trip you are planning now and let the combined category cover the rest.
Whatever you tick, remember that the visa expiry date does not reflect how long you are authorised to stay. The CBP officer sets your period of admission each time you land, and the visa only lets you travel to the border and ask.
How do UAE residents apply for a B-1/B-2 visa right now?
Check where you can interview before anything else. The US Embassy in the UAE states that routine visa processing is not available in the United Arab Emirates at this time, and directs applicants to schedule interviews in their country of residence or nationality. Presidential Proclamation 10998, in force since 1 January 2026, also suspends or limits visa issuance to nationals of 39 countries, so your passport decides whether you can apply at all.
The application itself follows the standard path. You complete Form DS-160 online, print the confirmation page, pay the fee and bring your passport, confirmation page, fee receipt and photo to the interview. Our guide to DS-160 mistakes that delay US visa applications covers the fields that trip people up.

Why do B-1/B-2 applications from the UAE get refused?
Section 214(b) is the reason on most refusal slips. The law presumes every visitor intends to immigrate, and the officer must see strong ties to your home country that will compel you to leave the United States at the end of your temporary stay. An expat on a UAE residence visa has to show ties to the UAE, the passport country or both.
A refusal is not final. The State Department confirms that you may reapply if there is additional information or significant changes in your circumstances, but paying another USD 185 with the same file rarely changes the outcome. Read our post on what UAE residents should do after a 214(b) refusal before you rebook.
Ties are proven with employment letters, tenancy contracts, family in the UAE and bank statements that show a stable pattern. Our guide to US tourist visa bank statement requirements explains what officers look for.
