A refused Saudi eVisa is nearly always a paperwork problem, not a judgement on you. The Saudi tourist eVisa for GCC residents is decided on a handful of hard checks: residence permit validity, passport validity, a matching application form and the right visa route. Fix the check that failed and reapply, and the same application that was refused last week goes through.

This guide walks through each check in the order the system applies it, so you can find the one that caught you. It is written for expats in Dubai, Abu Dhabi and Sharjah who hold a UAE residence permit and a non-GCC passport. If you hold a GCC passport you do not need a visa at all, so none of this applies to you.

Why was my Saudi eVisa refused?

The refusal came from one of a short list of checks, and the residence permit is the first place to look. The Visit Saudi requirements page states that GCC residents must provide a residency visa from one of the GCC countries with a minimum validity of at least three months beyond the date of entry into Saudi. A permit that expires ten weeks after your planned trip fails that test even though it is still valid today.

The second check is the passport. The same page requires a passport valid for a minimum of six months beyond the date of entry into Saudi, and the Ministry of Tourism regulation repeats the six month rule in Article 5. Renew the passport first, then apply, because the eVisa is issued against the passport number you enter.

After those two, refusals come down to the form and the route. The regulation makes the applicant responsible for filling out the form and attaching the required supporting documents, so a form that does not match the passport, a missing document or a passport type that is not allowed online will all stop the application.

Does my UAE residence visa qualify for the Saudi eVisa?

Yes, if it is valid for three months past your entry date. The Ministry of Tourism regulation, Article 6, covers anyone holding a GCC residence visa valid for no less than three months, for the professions published on visitsaudi.com. The Visit Saudi requirements for GCC residents list no profession condition, only the residency and passport validity rules, which is why VisaWadi files applications for drivers and domestic workers as readily as for managers.

Check the expiry date on the permit itself, not the Emirates ID card. If you are unsure, the UAE government portal explains where to check: residents of Abu Dhabi, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah check on the ICP website, and Dubai residents check on the GDRFA Dubai website.

Residence visas under renewal are the common trap. If your employer has started the renewal but the new permit is not yet issued, wait for it, then apply for the Saudi eVisa with the fresh expiry date.

Is my passport the reason for the refusal?

If your passport has under six months left on your entry date, yes. The six month rule is stated on Visit Saudi and in Article 5 of the Tourist Visa Regulations, and the system checks it against the expiry date you type in.

Nationality matters here for a practical reason. If your embassy in the UAE takes weeks to renew a passport, start the renewal before planning a Saudi trip, because the eVisa is issued against the passport number you enter.

Diplomatic and special passports are a separate case. The Visit Saudi help centre states that holders of diplomatic or special passports, from any nationality, are now required to apply for a tourist visa through a Saudi embassy and are no longer eligible for online applications.

Did I apply for the wrong Saudi visa?

If you plan to work or perform Hajj, the tourist eVisa is the wrong visa and the application may be refused or the visa cancelled at the border. The Ministry of Tourism regulation, Article 10, requires tourists to stick to the purpose the visa was granted for, not to engage in any paid or unpaid work, not to perform Hajj except under a Hajj visa, and not to perform Umrah during the Hajj season.

Umrah outside the Hajj season is fine. The Visit Saudi help centre confirms that you can use the tourist visa to perform Umrah but not during the Hajj season, and that Umrah permits are booked on the Nusuk platform.

Short business trips are also fine on the tourist visa. The help centre says it can be used for short business trips such as meetings, conferences and workshops that do not involve a contract or paid work, but it does not replace a work visa.

Did a family member's application cause the refusal?

Yes, if a child or spouse was submitted in the wrong order or under the wrong account. The help centre says a GCC resident can apply for first-degree family members (husband, wife, parents and children) using their own account after submitting their own application. Submitting the family first, or each person separately with no link to the resident, is where these applications go wrong.

Children are stricter still. Visit Saudi states that for travellers under 18, the traveller's parent is required to apply for an eVisa first. Apply for yourself, wait for approval, then add the children.

Domestic workers travelling with the family have their own line in the regulation. Article 6 extends the GCC residence route to workers in domestic professions coming with their sponsors, so a nanny or driver on your sponsorship can be included, with their own valid residence permit and passport.

Can I reapply after a Saudi eVisa refusal?

Yes, and the Saudi authorities publish no waiting period for GCC residents. Fix the failed check, then submit a fresh application with corrected details. There is no interview, appointment or biometrics step for the GCC resident eVisa, so the reapplication is the same online form again.

What you cannot do is get the government fee back from the portal. The Visit Saudi help centre is clear that the tourist visa fees are non-refundable in any case. The avoidable causes of a Saudi eVisa refusal

Every one of these is fixable before you press submit.

  • Residence permit expiring within three months of entry. The single biggest cause among UAE residents. Renew first, then apply (Visit Saudi).
  • Passport with under six months validity. Renew the passport, then apply with the new number (Visit Saudi).
  • Form details that do not match the passport. Name spelling, passport number, date of birth and expiry date must be copied exactly as printed. The regulation puts the burden of a correct form and attached documents on the applicant (Article 5).
  • Applying on a diplomatic or special passport. These go through a Saudi embassy, not the online portal (Visit Saudi help centre).
  • Child submitted before the parent. The parent's eVisa comes first (Visit Saudi).
  • Wrong purpose. Work and Hajj are not covered by the tourist visa (Article 10).
  • No Saudi address entered. The regulation requires the applicant to register an address inside the Kingdom (Article 5). A hotel booking or a relative's address is enough.

Two things that are not refusal causes for GCC residents: a return ticket and a bank statement. Article 6 lists those documents for applicants who go through an embassy, and then excludes holders of a GCC residence visa from that list. You do not need to attach either for the eVisa.
